| Sri Lanka violated international law by keeping a person that was removed from the post in London High Commission |

(Lanka-e-News, 29th.April.2009, 11.45 pm) The Secretary of the Ministry of Export Development and International Trade S. Ranunge has informed the head of the commercial wing of the Sri Lanka High Commission in London Deeptha Kulathilaka that the latter will be considered vacated the post since April 30.
Mr. Kulathilaka was relieved from his duties in the Commercial Department of the Ministry in accordance with a request of the Foreign Ministry in September 2004 for three years. He was then attached to the Sri Lanka High Commission in London.
He was due to report duty back in his base office in the Ministry of Export Development and International Trade on March 31, 2009. But he has failed to do so and he will be considered vacated the post, said the Secretary of the Ministry Ranunge.
The sources in the Sri Lanka High Commission in London say that Mr. Kulathilaka still works there and withdraws 2500 Sterling Pounds salary and a housing allowance of 2000 Sterling Pounds. The employees in the High Commission question how an official that is not in the public service is still staying in the Sri Lanka High Commission in London enjoying diplomatic privileges.
The employees point out that Mr. Kulathilaka has obtained an extension beyond his due three years from the High Commissioner. He is a favored person especially of the Foreign Minister since he provides facilities to the latter both officially and unofficially, they say.

A Commissioner of the Commercial Department of the Ministry of Export Development and International Trade, Ms. Sonali Vijerathna was to replace Mr. Kulathilaka. She was to leave for London on March 27. But the Foreign Ministry has informed her to delay her departure since Mr. Kulathilaka has applied for an extension until June 2009 since his son was admitted to a university in London. Mr. Kulathilaka has not returned as expected on March 31 under the instructions of the Ministry of Foreign Affairs although the Foreign Ministry has no authority for such instruction.
The non-declaration about the removal of a person from a post to the British Foreign Ministry and non-cancellation of his visa amounts to breach of international law and deceiving UK.
