| A notice in regard to the barring of access to the Lanka e news website |

(Lanka-e-News 31.Jan.2010 8'00PM) Sine 26th January , the most popular website among Sri Lankans in Sri Lanka and abroad has been obstructed depriving the viewers from accessing it . We consider this action as an illegal order from the point of view of media freedom .
At a time when an important Presidential election is being held in SL , imposing this bar at this juncture is a forced denial of the right of the people to receive information. The SL constitution chapter 111 sub section 1 of section 14 -1 guarantees expressly and specifically this right .. Similarly , the President’s much crowed about Mahinda Chinthana page 81 on ’ information and media’ underlines that it will be his policy to protect and promote the right of the people to receive information with a motive to securing the full support of the media.
Therefore, this hindering and barring the Lanka e news website in its dissemination of information is an infringement of the constitutional rights and is contradictory to the Mahinda Chinthana policy, no matter from what highest levels the order was given. This can even be construed as a gross betrayal of the Authorities’ ignorance of the people’s and media rights expressed in the constitution.

Last 26th ,a written complaint was made to the Elections Commissioner in this regard. The latter immediately on the same day informed the Chairman of the SL telecom regulatory Commission to withdraw the bar ,if any has been imposed on the website . But to this date the Chairman of the Commission has not replied or responded. SL is a Democratic , free and independent country , the obstruction to the freedom and fundamental right of the people to information by directives legally or illegally runs counter to the Democratic tenets.
