Speaker on no confidence motions against Bribery commissioner and C.B. governor : first select committee must hear them

(Lanka-e-News- 20.May.2015, 11.30PM) The speaker of parliament today announced his stance in regard to the two no confidence motions presented in parliament  against Ms. Dilrukshi Dias Wickremesinghe  , the commissioner for Bribery and corruption and Arjun Mahendran , the Central bank governor.

It was the view of the speaker that both of them are entitled to a fair hearing , and therefore  before the debate they must be given an opportunity to defend themselves. The speaker therefore  said , before the commencement of the debate the contents of the no confidence motions should be entrusted  to the Parliamentary  select committee for an examination .

The speaker said ,only after  a report with the recommendations is furnished by the select committee expeditiously , it can be decided whether it is necessary to hold a debate.  The speaker also instructed the no confidence motion against the Central bank governor be entrusted  to the Parliamentary COPE committee.

The leader of the house Lakshman Kiriella while mounting opposition yesterday to the two no confidence motions presented by the Parliamentary discarded  slaves   said ,to dismiss government officials , parliamentary motions cannot be brought forward , for if those are  to be allowed , hereafter it will be rendered possible to table motions in parliament even for the dismissal of   Municipal council coolies . Kiriella went on to point out , when appointing , promoting , transferring , dismissing and disciplining public officials , the grants are governed by the constitution under section 55  .

The procedure relating to appointment of Central bank governor and his dismissal is stipulated in section 16 of the financial Act . Since both these are parliamentary enactments , if the aim of the parliament is to act disregarding the  relevant laws , that would constitute flouting the procedures, Lakshman Kiriella contended. 

The speaker yesterday said he would give his opinion on this today, and the  speaker’s  aforementioned announcement   is that opinion .
