20 th amendment : As President takes a step behind Nimal Siripala explodes –no confidence motion halted and dissolution of parliament confirmed

(Lanka-e-News- 23.June.2015, 11.30PM)  While president Maithripala Sirisena was trying to explain that the gazette notification pertaining to the  20 th amendment is only a guideline of the new electoral system , and none whatsoever contained in it is final  , the opposition leader Nimal Siripala De Silva claimed that the gazette notification pertaining to the 20 th amendment was  decided by the cabinet after three postponements.

When president makes one announcement the opposition leader made a different statement today at two different venues.

Preparing a just and fair electoral system is more grave and challenging than  formulating  a new constitution  , via the gazette notification concerning the 20 th amendment  only avenues are being opened to receive suggestions and opinions that would  take  us close to the challenges and goals , said president Maithripala when addressing a ceremony to inaugurate  a new administrative building of the Mulleriyawa local body at Mulleriyawa , Kotikawatte.

Maithripala went on to emphasize that the gazette notification contents are not final , and following talks   in parliament , societies and courts , and all communities can incorporate those basics  into  it in order to achieve their aims .

This announcement is a turnabout from the president’s earlier statement that elections will be held after the 20 th amendment is passed somehow.

Meanwhile at the party leaders meeting this morning (22) it was decided that an adjournment  motion be taken up on the 23 rd and 24 th on the 20 th amendment , which was opposed by the opposition leader’s group . This group then held a  media briefing this noon .Nimal Siripala speaking on the occasion said , the gazette notification was ratified after  three  cabinet postponements . ,and the electoral reforms as gazetted is most welcome , and must be passed. Nimal Siripala who spoke paying no heed to the  views  of the minority parties including  JVP and Muslim Congress  took a stance diametrically opposed to his party leader . Susil Premajayantha the UPFA secretary as well as the SLFP secretary Anura Yapa  participated in the discussions.

The most ludicrous part of Nimal Sirpala ‘s clownish acts is , this same eccentric clown  who   showed no  interest to introduce electoral reforms   during the whole five years of the UPFA when it wielded a 2 /3 rd majority in parliament, his  suddenly waking up and turning maniacally enthusiastic now to effect changes to the electoral  system sans open dialogue with the people . What is even worse is ,  Champika , Susil and Nimal Sirpala who held powerful ministerial portfolios under the earlier regime , still remained unconcerned about the electoral reforms , are now  hastily  seeking to  produce an illegitimate electoral system after holding meetings in dusty attics while  the  minority parties  .are opposing.

Meanwhile according to reports reaching Lanka e news inside information division , the president has decided  that without permitting any no confidence motion being brought against the government, after only a dialogue    in parliament on the 20 th amendment, the parliament shall be dissolved this week end or in the early part of next week. The president and the prime minister have already decided that by September a new parliament  shall be  formed definitely.
