Government is allowing LTTE proscription to be withdrawn to acquire vast wealth in euro billions of LTTE via KP- Mangala Samaraweera

(Lanka-e-News -17.Oct.2014, 11.30PM) Mangala Samaraweera a former foreign Minister who made an invaluable contribution at that time towards the banning of the LTTE in Europe speaking to Lanka e News said ,European court rejected the moves taken by the European council to include the LTTE organization in the list of proscribed organizations . This change of attitude of the European council to show leniency towards the ban on LTTE was not because of the incompetence of the present foreign Ministry , but rather due to a concerted plan of the Rajapakse regime which on purpose created room to arrive at that verdict. Samaraweera , made these comments when responding to queries raised by Lanka e News in connection with the controversial verdict delivered by the court of the European union.

Speaking further , the former foreign Minister said '' it is I who saw to it that the LTTE is made a proscribed organization within the European union.’ The reason to do that was because the LTTE owned monumental amounts of assets in the European countries. Hence it was necessary for us not only to proscribe it but also to cripple its economic base because this wealth were used for terrorist activities in Sri Lanka (SL). During that period there were 25 countries in the European union,'' Mangala observed.

''Even though I discussed with the countries individually when I was the foreign Minister to proscribe the LTTE , 7 countries refused to consent to this since it was the policy of the European union that if any decision is to be taken by the union the consensus of all countries is imperative.''

''The EU does not take decisions on mere majority consent. Consequently we faced obstacles when trying to get the consent of the dissenting countries. I took the initiative to meet with and have discussions with US State secretary at that time Ms. Kondalissa Rice and secretary in charge of Asian affairs , Glein Barnes.''

''Subsequently, those two secretaries had personal discussions with the heads of the 7 countries who were disinclined , and finally obtained their consent. It was after surmounting such great odds that on 29 th May 2006 , the European union decided to proscribe the LTTE organization and froze its bank accounts and assets within Europe.''

''It is a pity that the Rajapakse regime had not been able even to safeguard that valuable achievement . The main reason for this is the present government’s lack of prudential and providential foreign policies. While LTTE leaders like KP and Karuna are living in the lap of luxury, the Tamil people who are in distress are being kept in jail alleging that they are LTTE cadres. By all this what is the message that is being conveyed to the world? '' Mangala questioned.

''If the LTTE leaders are being allowed to carry on NGOs freely in SL, will the other countries hold back the LTTE as a proscribed organization ? However , according to information I have received , the worst neglect of the government is the failure of its foreign ministry to take measures to see to it that the proscription of the LTTE is continued.''

''There is a hidden reason for this : when the LTTE proscription is withdrawn , the assets and funds in the accounts in Europe of the LTTE get released. Most of these funds and assets are under KP because Prabhakaran is not going to come now and make ownership claims to them. This is why the government did not take any steps to ensure the continued proscription so that it could acquire the vast amount of LTTE wealth via KP, '' Mangala Samaraweera pointed out.
