Anti Narcotics chiefs lie about Heroin haul worth over Rs. 1 billion to selfishly grab the reward - herein is the truth..

For the attention of the new IGP and president

(Lanka-e-News -15.April.2016, 6.10PM)  In the recent seizure of 101 kilos of heroin valued at over  Rs. 1000 million off the Southern  coast , the two chiefs of the Police anti narcotic bureau ,Kamal  and Rangajeewa with a view to collecting the reward in full which amounts to many millions to  themselves following the arrest of the local and international dealers  involved in it , have furnished false reports to the IGP and the media , based on reports reaching Lanka e news inside information division.

The true report was received by Lanka e news several days ago, but we were holding it back until the IGP had gone  on retirement , and to draw the attention of the new IGP to it after exposing the facts.

Hitherto the media as is customary revealed in its reports this detection is a heroic accomplishment of the bureau chief Kamal and Rangajeewa, whereas the unassailable actual truth is  Rangajeewa has been  one who had entrenched himself in this division for a long period and has been fattening  via corrupt and  murky activities under the guise of apprehending heroin traffickers.  

The true position is, this is not a heroic feat of the bureau chiefs , because the Bureau chiefs did nothing  new in this operation.Indeed , the individual who was to receive  the contraband had himself handed over it to the anti narcotics bureau voluntarily .  Let us identify this ‘ patriot’ as ‘Gajadheera’ from this point of time. 

There are four main suspects now in custody.
1.A Mussalman who is born in Pakistan but residing in Singapore now registered as a Singapore citizen is the main dealer 
2.A Singapore national born in Singapore and was working as a police sergeant . He was in charge  of finding ways  as to  how to pull the wool over the eyes of the law when engaging  in the heroin deals , and what  advanced communication methods must be resorted to .
3.An Indian Mussalman 
4. A Mussalman residing at Wellawatte . He was in charge of collecting the heroin and selling it  among the retailers. 

Gajadheera who we mentioned in the foregoing paragraph was the one who was entrusted  with the task of receiving the heroin along the coast on the instructions of the Pakistan national who is a Singapore citizen . Gajadheera is a native of  Hikkaduwa and is very conversant with the coastal strip. He has been promised a sum of Rs. 30 million to carry out this task by the Pakistani suspect. 

This individual who realized  the extent of damage that can be caused to the country by heroin much more than the Rs. 30 million cash payment he is promised , informed this to a friend also a native of Hikkaduwa who is in the police service,in order  to seek his assistance  to conduct a  police raid.  The name of this police friend is Manjula Mendis who is now serving as the OIC of , Hilawali police ,North. 

Since Mendis is well versed in apprehending heroin peddlers along the northern coast after careful surveillance operations ,  Gajadheera had revealed to him that 100 kilos of heroin is arriving by sea route and he has been tasked with collecting it , while suggesting  that  this contraband could be seized. Gajadheera has also said  when questioned by Mendis that he has been given two satellite phones and a navigator by the Pakistani national. Mendis who realized that he cannot alone conduct this operation , intimated this to Jagath Rohana , ASP a close friend of his attached to the Anti narcotics bureau.

The details were then presented before Kamal  the chief of the bureau  , by Jagath Rohana , Manjula Mendis and Gajadheera. In addition Gajadheera handed over the two satellite phones and the navigator to Kamal. The latter who  undertook  the operation entrusted the task  to his bosom pal Rangajeewa. 

Those who were transporting the heroin exchanged information via the satellite phones. They did not know Gajadheera, and only identified him through the password provided by the Pakistani to the two parties. It was Gajadheera the informant therefore who was the godsend to the anti narcotics bureau who furnished every detail to facilitate their subsequent operations. That is precisely why we stated earlier this is not an  accomplishment of Kamal and Rangajeewa.

Nevertheless, Kamal and Rangajeewa  sidelined Gajadheera who intitiated this move , as well as  Manjula and Jagath Rohana ASP who were mainly responsible for this success ,  in order to paint the picture to the IGP and the media that Kamal and Rangajeewa were exclusively responsible for this raid. This is for no other reason than  to collect the reward from this raid only to themselves fully.Since this raid involves over a  Rs. 1000 million heroin  haul , the reward is also in many millions. 

Unbelievably , according to information provided by Kamal and Rangajeewa to the media , they had to travel to mid sea risking their lives to seize this heroin haul. This was proved as an absolute lie based on  the fact that this quantity of heroin was taken into custody by the Navy and not Kamal and Rangajeewa . It was the Navy after entering the craft transporting it  registered in Iran that seized the haul .

May we elaborate further  that Rangajeewas only went on a wild goose chase in the sea for four full days, and could track down nothing. Later , the Navy intelligence division was enlisted. It was the Navy intelligence division officers who entered the Iranian  craft after winning their confidence by saying , the codeword was provided  by the Pakistani .It was the Navy intelligence officers after posing as Gajadheera and his team who were able to arrest the group of Iranian nationals. 

Kamal  and Rangajeewa have however reported to the IGP and the media that they and their group  carried out this entire operation .

It is worthy of special mention that Kamal and Rangajeewa had meted  out grave injustice to Gajadheera the informant who made the major contribution to this successful raid.

While preparations were being made by Pakistani drug dealer , Singapore police sergeant and the Indian national to pay Rs.30 million to Gajadheera under the impression that it was the latter who collected the heroin though it was the Navy intelligence division that collected the 100 kilos haul at sea, Gajadheera told Kamal  and Rangajeewa to be patient without making any revelations until Gajadheera has collected the payment. 
  
Kamal and Rangajeewa who brushed  aside the instruction took a hasty step. They  took the three suspects into custody who had taken   lodging at ‘Villa lagoon’ situated at Shramadana mawatha , Pitapana , Negombo for a month after trailing and having them under their surveillance though the suspects could have been arrested one day later .If that had happened , Gajadheera would have received his   Rs. 30 million .

However , the reward that is going to be paid to Gajadheera for informing the police is only Rs. 500,000.00 (on an earlier raid involving a haul of 53 kilos heroin , the reward paid was Rs. 200,000.00) . The reward for a raid involving heroin valued at Rs. 1000 million , according to  Kamal’s assessment , Gajadheera the informant merits only a reward as less as  only Rs. 500 ,000.00 .Manjula Mendis and Jagath Rohana too are not entitled to a cent.  Disappointed Gajadheera said , in future he would n’t any day provide information to the Anti Narcotics Bureau. 

The bottom line is  : The entire anti narcotics bureau for its Islandwide operations   has  one N 16  car , G 1 Townace vehicle, a Bolero Indian jeep and a motor cycle only . One of those vehicles is set aside for the use of the OIC of the Bureau . There are only two motor cycles for its raids. Besides , one of the vehicles hasn’t even a jack. So , if a tyre gets punctured , there is no jack to change the tyre. To get a new tyre , police garage must be informed and to get that  it takes three long months. This is how heroin trafficking  is being controlled and curbed in Sri Lanka , the heroin hub of Asia.
 
While this is the present state of affairs  at the Bureau,  , when top level discussions are held , and when it is questioned whether the Anti Narcotics Bureau needs more vehicles , Kamal and clan say they don’t need them . In other words this Kamal and clan have no aim or ambition   to stamp out the heroin menace or rid the country of this scourge.

I do not miss reading your lankaenews because without fear you give true information. But I am little sad to read this article giving the culprits as Mussalman giving the impression only Mussalmans are in this trade and others are saints. Whether Mussalman, Buddhist, Hindu, Christian or any others stooping into such a low trade destroying the humanity are lower than animals and death is the correct punishment for them like in the Muslim countries. It would have been much better if you had given their nationality and names instead of pointing to their religion.
