(Lanka-e-News- 04.May.2016, 11.30PM) The report on the bloody attack launched on the UNP M.P. by a group of pro Rajapakse M.P.s within the parliament was handed over to the speaker at 12.30 p.m today by the deputy speaker Thilanga Sumathipala and deputy chairman of select committees Akaikalanathan. It is worthy of note , this is the first time blood was spilled in a scuffle within Parliament . A number of high officers of the parliament including the parliamentary secretary and sergeant at arms were present on the occasion.
This report will be handed over to the party leaders on the 5 th ,and thereafter forwarded to the parliamentary privileges committee. Incidentally , the courts or the police are not empowered to implement the law against the actions of a parliamentarian within parliament, only the privileges committee of the parliament can, and the speaker only implements the punishment decided by the privileges committee. According to political analysts , the maximum punishment that can be imposed on a parliamentarian is suspending him/her from attending Parliamentary sessions for a period of 7 weeks if he is found guilty .
Meanwhile, the Director of Colombo Crimes investigation division Nuwan Wedasinghe SSP and OIC Neville De Silva IP had met with the speaker this morning to get advice with a view to conducting an investigation in accordance with normal procedures into this attack on Sangdeeth Samarasinge who is now in hospital receiving treatment.
An M.P. speaking to Lanka e news said following this brutal attack , the pro Rajapakse MPs in parliament who were known as ‘rogues on behalf of rogues’ are now ‘promoted’ and dubbed as ‘murderers on behalf of rogues.’
Meanwhile the CaFFE organization issuing a communiqué in connection with this gory attack in parliament has stated, the parliament must take steps to consider itself as a court and duly punish these parliamentary members whose hands are blood stained in this disgraceful violence. This being the first time a bloody brutal attack has taken place in the well of parliament following one group of parliamentarians attacking the other group , it is most disgraceful , shameful and barbaric , CaFFE has roundly condemned.
Senior SLFP er and minister S. B. Dissanayake convening a media briefing today said , this group that is agitated and violent over the withdrawal of military security of Mahinda Rajapakse now , must compare this situation with the security detail that was provided to a former defense secretary Anurudha Ratwatte, and a former president Chandrika Kumaratunge during the reign of Mahinda Rajapakse .
What was the security detail provided by Mahinda Rajapakse to Chandrika ? only six constables , the minister pointed out. Hence , this security issue does not warrant such bloody violence to be committed ,least of all on MPs . It is significant to note this is the first time blood was spilt within parliament this way. In the past parliamentarians have never stooped to this level of shameless behavior.
We must all feel ashamed over this episode. At that moment school children were also watching, and they had to be evacuated.
Parliament means an August assembly where policies are formulated on behalf of the people. Therefore those who come here must be most respectable. He cannot be a street loafer , a ganja peddler , kasippu dealer or a thug,’ Dissanayake exhorted.
