(Lanka-e-News -17.April.2026, 4.00 PM) A Commission has been appointed by President Anura Dissanayake in terms of the provisions of Section 2 of the Special Presidential Commission of Inquiry Act, No. 07 of 1978, as amended by the Special Presidential Commission of Inquiry (Special Provisions) Act, No. 04 of 1978, to investigate whether any irregularities or illegal acts have occurred in the import of coal into Sri Lanka and the generation of electricity by the state-owned Coal Private Limited or its successors during the period from the commencement of coal-based power generation in Sri Lanka to the 16th day of April 2026.
Supreme Court Judge Gihan Kulatunga will serve as the Chairman of this Commission, while Court of Appeal Judge Aditya Patabendige and High Court Judge Sanjeewa Somaratne have been appointed as members.
Former State Ministry Secretary P.V. Bandulasena has been appointed as the Secretary of this Commission.
The Commission is tasked with investigating whether or not there have been irregularities and illegal acts in the procurement process related to the import of coal into Sri Lanka and whether or not there has been any financial loss to the government as a result;
whether or not substandard coal has been imported during the relevant period and the entire related processes including the procurement process, supply process, quality inspection process, operational process and utilization process;
whether or not the level of electricity generation using the imported coal has been achieved in the expected effective manner;
if substandard coal was imported, whether or not there have been any legal and financial irregularities/illegal acts in the process of generating electricity using that coal.
To examine whether or not there have been any breaches of the terms and conditions of this process and, if so, whether or not suspension of payments or other remedial measures have been taken against such breaches,
To identify the political authorities, government officials, officials of the Sri Lanka Coal Private Company Limited and suppliers or their representatives who are responsible for the above-mentioned incidents and suggest further action to be taken against them,
To suggest measures to be taken to prevent the occurrence of such alleged irregularities or illegal acts in the future and to ensure proper compliance,
In addition to the above, to report on other irregularities or illegal acts that may have been reported to have occurred in connection with the import of coal and the generation of electricity and to investigate and report on the measures to be taken to prevent such situations from occurring.
