Appointment of new ministerial secretaries : Defense secretary post to a most corrupt rogue

(Lanka-e-News -09.Sep.2015, 4.30PM) 44 secretaries were appointed by the government to the new ministries.Except the secretary to the ministry of urban planning and water supply , all others were  appointed.   B.M.U.D. Basnayake the defense secretary who was subject to severe criticisms from the very outset has been replaced by Karunasena Hettiarachi. President Maithripala who is also the defense secretary has appointed Hettiarachi who is from Mathripala ‘s native place.

This appointment of Hettiarachi  to replace Basnayake is like ridding oneself of a stealing wife and taking a rotting whore in her place. At least ex defense secretary Basnayake who was castigated for his many blunders and malpractices  during his tenure of office was a grade one officer of the administrative service , whereas the new defense secretary  is just  a political hanger on best known for his worst corrupt and perfidious activities. Incidentally Basnayake has not received any appointment in any ministry.

Hettiarachi is a pro Rajapakse lickspittle and during the corrupt Rajapakse regime he made his own huge contributions to the corrupt and illicit activities of the Rajapakse  regime. While he was the chairman of the Water supply  board he made sure he got the Lion’s share in all the raging corrupt activities and from the   projects. Victims of his corrupt activities had complained to Lanka e news at that time how they had to bribe Hettiarachi to get even a small piece of work done officially.  

As usual under the rapacious Rajapakse regime then , Hettiarachi incurred the displeasure of the Rajapakses later on for  pilfering state revenue and collecting bribes  without sharing with the Rajapakses . Consequently , he was expelled from the chairman post. 

So, this is the Hettiarachi notorious in more than one way , has now been appointed as the defense secretary ,who led the team of most corrupt racketeers (ace crooks Bashwara Gunaratne, Chandrapala Liyanage , Pradeep Gunawardena, Upali Liyanage now facing corruption charges) who held posts of chairperson and Director in State boards  under the Rajapakse regime .
 
Hettiarachi is an unalloyed bootlicking stooge of the Rajapakses who during the last presidential elections and recent general elections worked for  the victory of Mahinda Rajapakse ,showing no concern for Maithripala . Hence the  government of good governance giving a defense secretary position to Hettiarachi  is tantamount to giving a secure defensive place to a snake under the grass, without realizing , for corrupt crooked Hettiarachi good governance  naturally is  anathema and his  worst enemy.

When the whole country is earnestly anticipating the ‘good governance’ to duly mete out punishment to the culprits , the corrupt , and crooks of the Rajapakse regime who drove the country to the brink of disaster , appointing Hettiarachi a notorious pro Rajapakse scoundrel as defense secretary is to totally annihilate those hopes reposed by the people in ‘good governance.’ By this appointment it has been further confirmed that president Maithripala is always  stymied in his efforts to select and appoint the right candidate for official posts under him .

It is a matter for doubt whether Maithripala decided to appoint an individual like Hettiarachi whose notoriety is well and widely known ,  as defense secretary on  the assumption that the people who voted for good governance into power on 17 th of August  are since long dead.

Of course , the appointment of ex Customs Director general Jagath Wijeweera who tendered his resignation from his post  honorably ,  as secretary to the ministry of law and public order concerning police affairs has been most welcomed by the public. Wijeweera is a class one officer of the administrative service , and has maintained a clean slate without getting involved in putrid politics  and tarnishing his name any day when performing his official duties.

It is noteworthy ,the ministries of defense and of law and public order concerning police affairs  are the two main nerve centers  of the country and the people. Besides , it is these two ministries that decide whether the people are appreciative or not of a government to which they belong .  

The 44 Ministry secretaries ( photograph hereunder) received their appointment letters this afternoon from P.B.Abeykoon , the secretary to the president .
