(Lanka-e-News -2026.June.20, 7.30 PM) During a recent court hearing regarding former President Gotabaya Rajapaksa’s petition to block his arrest by the Criminal Investigation Department (CID), President’s Counsel Romesh De Silva heavily relied on an investigative report authored by Justice Jayaki Alwis.
However, the credibility of the Alwis investigation report (That one-person investigative committee is not a commission) —and its subsequent findings—has come under intense scrutiny. An examination of the investigator’s background reveals a dense network of familial and professional ties directly linking her to the security apparatus of the former Rajapaksa administration. (Jayaki Alwis is a High Court Judge. Normally, a judge higher than a High Court Judge should be appointed for such a serious investigation)
The independence of the investigation is challenged by deep-seated institutional and family connections:
Intelligence and Police Ties: Justice Jayaki Alwis is the sibling of Retired Senior Superintendent of Police (SSP) Prasanna Alwis. Furthermore, SSP Alwis’s wife, Thilinah Jayawardane, is a retired Deputy Inspector General of Police (DIG) who previously served within the State Intelligence Service (SIS).
Alignment with the Rajapaksa Regime: SSP Prasanna Alwis’s career is closely intertwined with Gotabaya Rajapaksa’s inner security circle. While serving as the Officer-in-Charge (OIC) of the Terrorist Investigation Division (TID), Alwis reportable directly to DIG Chandra Wakista, a prominent Rajapaksa loyalist.
Fast-Tracked Seniority: Following Gotabaya Rajapaksa’s ascension to the presidency, DIG Wakista actively intervened to elevate SSP Prasanna Alwis’s seniority rankings, solidifying a tight operational alliance between Rajapaksa, Wakista, and Alwis.
This specific faction of the police force maintained a notoriously adversarial relationship with the leadership of the CID at the time. SSP Prasanna Alwis and DIG Chandra Wakista were in direct opposition to DIG Ravi Seneviratne and SSP Shani Abeysekara—the senior detectives who were actively investigating state complicity and parallel intelligence networks.
The Core Concern: Because SSP Prasanna Alwis was deeply embedded in the political and institutional structures favoring Gotabaya Rajapaksa, the appointment of his sibling, Justice Jayaki Alwis, to head the investigative committee raises a profound conflict of interest.
This structural alignment severely undermines the appearance of neutrality. Given these close proximity ties to the regime under investigation, serious questions remain over the independence, credibility, and ultimate findings of the Justice Jayaki Alwis report. It should also be noted that the Jayaki Alwis Report was not accepted by the Catholic Church, including Cardinal Malcolm Ranjith.
