(Lanka-e-News -2026.July.14, 10.10 PM) On 7 June 2026 I sent by e-mail 8 questions on the massive SLR 13.2 Billion NDB Fraud to some opposition leaders to pose to CBSL Governor Dr. Nandalal Weerasinghe when he attends Parliament on 8/10 June. Those concerned included Dr. Harsha de Silva and Ravi Karunanayake - Chairman and member respectively of Parliament’s ‘Committee on Public Finance’ (CoPF) as well as Opposition Leader - Sajith Premadasa and parliamentarian Mujibur Rahman.
There is no question that the NDB Fraud has far more dangerous consequences to the country than the scam involving the debt payment to Australia by the Treasury not because of the huge difference in value (SLR 13.2 Billion NDB) versus (SLR 842 Million Treasury), but more crucially because the NDB Fraud affects the ENTIRE Banking and Financial system due to CBSL COLLUSION.
Yet Dr. Harsha de Silva and CoPF in line with President Anura Kumara Dissanayake’s JVP/NPP government are UNDULY focused on the USD 2.5M (SLR 842M) Treasury Scam apparently to PROTECT private sector led vested interests which include AKD’s Senior Economic Adviser Duminda Hulangamuwa who was until 30 June 2026 Managing Partner of NDB External Auditor, Ernst & Young. AKD has now appointed him BOI Chairman effective from 1 July 2026.
This is precisely why the NDB ‘Director Board’ has the TEMERITY to tell the country that Interim Forensic Audit Report from Deloitte “REMAINS CONFIDENTIAL UNDER THE TERMS OF THE ENGAGEMENT”! Shame on you Harsha and CoPF.
1) Why is NDB Bank PLC ‘Director Board’ still in office despite its GROSS NEGLIGENCE to prevent the MASSIVE internal FRAUD estimated at a MINIMUM of Rs. 13.2 Billion?
The fraud came into the public domain on 2 April 2026 and there would have been ample time to TAMPER with evidence if those concerned were so inclined.
The government through the EPF/ETF/SLIC/BOC is the major shareholder of NDB Bank with a 32 % shareholding.
2) Has not CBSL’s Bank Supervision Department been GROSSLY NEGLIGENT? What action have you taken against those responsible?
3) Is it FAIR & JUST to SUSPEND some employees while keeping the ‘Director Board’ intact with the exception of one board director - Shanil Fernando who RESIGNED?
4) Given the GROSS NEGLIGENCE of the NDB ‘Director Board’ why have you ALLOWED the same ‘Director Board’ to be the MAIN PARTY to APPOINT the ‘INTERNATIONAL FORENSIC AUDITOR’?
The CBSL in its ‘Update’ of 17 April 2026 on the NDB Fraud states:
“CBSL wishes to inform the public that NDB in consultation with CBSL is finalizing arrangements to engage a leading international firm with experts from overseas to conduct a comprehensive forensic audit into the incident.”

5) Have not our worst fears been realized with NDB appointing DELOITTE INDIA to carry out the FORENSIC AUDIT?
NDB ‘Board Director’ and Chairman of its ‘Audit Committee’ SUJEEWA MUDALIGE was a former Managing Partner of PwC Sri Lanka which is now part of the DELOITTE WORLDWIDE FAMILY.
Hence, is there not the possibility that the NDB ‘Director Board’ could ‘MANAGE’ the Forensic Audit with the ‘blessings’ of CBSL?
6) Why have you not ENSURED that the CSE and SEC RELEASES in the PUBLIC DOMAIN the LETTER OF RESIGNATION of NDB ‘Board Director’ Shanil Fernando which will give the REASONS for his resignation? Is this not in the interest of shareholders/depositors?
7) Are you COMFORTABLE with Duminda Hulangamuwa - Managing Partner of NDB External Auditor Ernst & Young CONTINUING to be Senior Economic Adviser to President AKD? AKD is also Minister of Finance under which CBSL and SEC falls.
8) Are you not ALLOWING the NDB Fraud to go off the radar by focusing on relatively lesser issues such as the SLR 842 Million Treasury Scam in comparison to the SLR 13.2 Billion NDB Fraud which has much WIDER IMPLICATIONS to the country?
Parliament’s CoPF member Ravi Karunanayake in his e-mail response to me on the same day (7 June) copied to Sajith Premadasa, Dr. Harsha de Silva and Mujibur Rahman made the BOMBSHELL REVELATION that when CBSL Governor Dr. Weerasinghe was questioned on the lines of my questions on an earlier visit his response was:
“QUESTIONS 1,2,3,4,8 VERY POOR AND INADEQUATE RESPONSES”
To date Premadasa, Dr. de Silva and Rahman have NOT CONTRADICTED Karunanayake.
Hence, it is SHAMEUL that these opposition leaders have not held a PRESS CONFERENCE to inform the country of CBSL COLLUSION and thus enabling CBSL Governor Dr. Nandalal Weerasinghe to remain in office.
The LEAST these opposition members could have done is to inform Parliament and President AKD who is also Finance Minister under which CBSL falls.
The position of CBSL Governor is too CRUCIAL a position to have an unsuitable person. CoPF under Dr. Harsha has CLEARLY ESTABLISHED that Dr. Nandalal Weerasinghe is UNSUITABLE to be CBSL Governor.
As per the ‘MONETARY LAW ACT’
“The President may, on the recommendation of the Minister in charge of the subject of Finance, remove the Governor”
“if he has done any act or thing which, in the opinion of the President is of a fraudulent or illegal character or is manifestly opposed to the objects and interests of the Central Bank”
AKD is both President and Minister of Finance.
Parliament’s ‘Committee on Public Finance’ (CoPF) of which Dr. Harsha is Chairman has visibly become a forum for TALKING SHOP with NO ACTION. This seems to be to the liking of the President AKD led government and possibly most parliamentarians on both sides of the divide.
It is CoPF inaction and CBSL Collusion that has ALLOWED the NDB ‘Director Board’ to tell the country that the Interim Forensic Audit Report from Deloitte “REMAINS CONFIDENTIAL UNDER THE TERMS OF THE ENGAGEMENT”!
We await with bated breath the Final Report from Deloitte due in July 2026.
Despite some INCISIVE questioning of CBSL Governor and top CBSL officials by Dr. Harsha and Ravi Karunanayake and the evasive/shoddy answers given, there has not been any commensurate action taken by CoPF.
CoPF Chairman Dr. Harsha who projects himself as a no-nonsense proponent of CLEAN GOVERNANCE must get his act together and expose to the country through a PRESS CONFERENCE CBSL COLLUSION on the NDB Fraud.
Dr. Harsha must get past his ‘FOOTNOTES’ blunder on the ‘Bond Scam’ and not FEAR that the AKD led government may raise this issue if he exposes CBSL COLLUSION. Sunil Handunetti who is now Minister of Industry was the COPE Chairman at the time of the ‘Footnotes’.
At an interview shown on TV (Maharaja) Dr. Harsha asserted - “If you find corrupt politicians you should send them to jail”
It is hoped he will live up to his own principles.
At the same interview when he was asked - “Minister do you at any point now regret the footnotes on that COPE report?” - his demeanor clearly turned SOUR WITH EMBARRASSMENT.
